wow tjis guy don't investigate he's gonna toss it in the trash. . he wants to know who its about to discourage he conplaint. but that isn't true. you can fill out a complaint form. this is a scare tactic so no complaints about there officers happen

Not that difficult. Give him the form. Provide that remedy to allow the complaint to be formally documented. If it doesnt pertain to one of his Officers, he can close the complaint formally, document why the complaint was closed, and forward to the appropriate agency for review.
