im pretty sure it doesnt matter if your foot is on the court, it matters if it touches off the court if that makes sense? youd have to make your last step be on the court for it to count. its like how if you're in backrow and you jump, your last step has to be behind the 10ft line; your last step has to be on the court

I don't know if it varies from site to site. At the tournaments our club runs, you can not touch concrete before you make contact.
