contractor here that's exactly why they didn't do the final inspection because they knew it wouldn't pass. you can call your local inspector and have him come out and do an inspection based off of that permit see what the results are

HVAC is notorious for this. Again, double check your receipts bc you were likely charged to bring to code which is illegal bc they didn’t do that, clearly. Contact their insurer and let them know about the wide open permits they’re leaving. Write reviews everywhere, leave one on the BBB too. Contact their insurer consumer protections in your state too.

You’re mostly correct. 23 years inspection experience. It’s not going to be a real fire hazard. If your existing chimney liner is in reasonable condition it was designed for much higher temperatures than what a gas mid efficiency furnace puts out. The risks are deterioration of mortar over time but usually lower in the chimney structure. Rooftop mortar deterioration of your chimney that you show here is likely the result of aging, lack of maintenance, and worsened as a result of not repairing when you bought the home three years ago. It probably has nothing to do with the furnace venting and deterioration takes years of exposure. Carbon monoxide is a possible risk but as long as the furnace is properly combusting the risk is low. You are correct that they should have used a flexible b vent the entire length of the liner though. If this company is a certified (your furnace brand) dealer call the manufacturer for further assistance as they could lose their certification with that brand. I don’t know why they’re fighting you on this. It’s literally a couple hours work and a few hundred in parts.
