I also think he is a manifestation of where Goku and Vegeta view strength in modern day. In Z it was constant guessing on wether someone was stronger and struggling. In Super (From Broly onwards) both Goku and Vegeta are very capable of telling who is stronger and how much stronger they are. Gogeta is well aware of just How far above Broly he is so he plays around
