if littering is a criminal offense why is it enforced by civil enforcment officers i was under the impression only the police could enforce criminal matters and ceo's civil matters ?? genuine question :)

What I don't like is, they are using a fly tipping law from 1990 which wasn't originally about simple littering and, they claim for it not to be about money but if that was true they would give you a chance to pick it up first. It's reduced because of covid and not been fully reinstated everywhere since even though covid rules have been forgotten but they are still happening. I worked for one of the private companies, Kingdom who had contracts to issue tickets. I was only a security guard and had nothing to do with litter, some people think they only do litter but they do all kinds of other things as well but when working there in a complete different capacity, I thought that company had zero morals because they gave us the least favourable terms they could get away with.
