Ummm... extremophiles. They exist under the arctic and in thermal/volcanic vents. Not everything cares that the surface is frozen over. Also, just because the surface is frozen doesn't mean the subsurface waters can't be warmer at further depths (again, thermal vents).

depictions of snowball earth are a little incorrect as with the oceans frozen over, any melting of snow on land wouldn't fully come back as snow, and the landmasses would eventually not be covered by snow in the tropics
