It isn't that Brazilians value human life less or that they are inherently more likely to cut corners, it's that their government is a product of centuries of colonialist and neocolonialist rule, run for the sole benefit of monied elites who see no benefit from the kind of regulations that stop businesses from doing stupid shit and killing their customers/employees in places like US/CAN, EU, etc that won those regulations through decades of tooth and nail struggle. Brazilians only managed to take control back from the US-backed military dictatorship in 85, and has had to spend decades pushing back against the same politicians and political elites who were in bed with the military, all while huge sums of foreign money pours in to keep the resource spigot open and regulations from driving their costs up. Brazil's made a huge amount of progress to rebuilding their country for the benefit of the people who actually live there, but it takes a long time and a lot of human lives before those regulations can't be delayed or defanged. We deal with the exact same dynamic in wealthy countries, we just have a head start and benefitted from the ability to outsource our dangerous and destructive practices as necessary.

I’m Brazilian, and I wouldn’t do those things there. 😅 What she’s saying is 100% true. We even have a saying, “jeitinho brasileiro” (little Brazilian way), which usually refers to finding ways around bureaucracy. But that mindset spills over into a lot of other parts of our culture too, unfortunately. People really like to ignore and skirt rules and procedures. Obviously not every Brazilian is like this, but it is a part of the culture.
