It’s worse. California charges a fine against the truckers driving the gas back from Texas because their emissions are higher than California allows. These fines find their way to the consumer at the pump.

First we have to buy the crude from somewhere else. California imports about 70% of its crude oil to meet its energy needs, relying heavily on both domestic and international sources. This high level of dependence on imported oil is due to the state's limited refining capacity and production.
