Anchor wash. But also many of the hydraulic pumps on the bow are also cooled by the same water. When in narrow waters, ships have to have anchors ready which is why the wash is on.

This particular ship is washing the anchor. Depending on where the water is coming from it might be ballast water or bilge pump water and some cases it could be coolant water.

Commercial ships have what’s commonly call a “dry” fire main system. Simply means the pumps are not normally running and the pipes are dry. If they run the pumps they must discharge the water somewhere. You are seeing them discharge it from the Anchor Wash nozzles. They run these to wash the mud off the anchor.

it is anchor washing but in this case it is most likely being used to keep flow on the emergency fire pump whilst running it on test etc

They are flushing the hawse pipes, to clean mud and junk off the chain and anchors. Standard procedure after anchoring. This is sea water (or whatever water they’re in at the time). This is NOT ballast water.
