Bet they didn't replace the filters or upgrade the filters, once they have algae contamination it never goes away without fully cleaning and replacing the filtration system. Algae is a natural response to still water.

Apparently, the darkness of the blue shade made the water warmer…which is a more friendly environment for algae.

Not to show my nerd card, but anyone who has aquariums (as I do) could have told you that was going to happen. It's called an algea bloom and it happens despite best efforts when you have a new tank....or in this case, a reflecting pool that sits in direct sun (which is what grows algea), with the added bonus of the suns rays bouncing off the newly painted bottom, intensifying the light.

Anyone who has ever had a pool knows that wasn't gonna last more than a day or two! Once that water balance gets out of control it is impossible to get back under control. You cannot lose the water quality for even a day or else it turns into a murky slimy swamp!
