in my opinion it's because of sudden shift in economy and society. before capitalism, litter in these are was just food waste, bones, and natural things that get eaten by bacteria or small animals. but now the garbage is suddenly change to plastics and plastics, but no system of rubbish put in by government, in UK, same will happen if the rubbish collector stop collecting, in desh there's no one to collect.

There is so much the Govt can do not just about the rubbish issue bit a lot of easy wins to make life better for the residents. It's they can't multi task and all the focus is on headline projects like economic zones, FDI, ports etc. They are important but internal issues like rubbish collection isn't given priority. Also everything is always in Dhaka, why not roll it out throughout the whole country. Rubbish collection, mosquito control, cleanliness should be given priority. Also dilapidated buildings and buses can be quashed if a law is introduced that the owners need to repair or get fined.
