Had this occurred in Grants Pass oregon the police would have arrested him not only for legal drugs but disorderly conduct and menacing as well

They could have done a rush on but felt not like doing that. That officer should be held accountable, large lawsuit for damaging his reputation. Thats against the law for holding that information.
