Starting in the 80s I'm Glasgow people would traffic cones on the Duke of Wellington statue. It became a back and forth between the locals and the council/police removing it. Usually within a couple of hours of it being removed it, it was put back on. This went on for decades until they eventually gave up and don't try and remove it now. It has became a symbol of Glasgow and Scotland. Banksy named it his favourite piece of art in the UK.
