Incandescent bulbs provide enough resistance to cause the flasher relay to work. Since LEDs don't have enough resistance (Ohms) it will not cause the relay to function. The way a flasher relay works is there is bi-metallic metal strip. One side is made of one type of metal, and the other a different type. When current flows through this metal strip, it will heat up (due to resistance), but because they are made of different metals, they expand at different rates, causing it to open the circuit. When it cools off, it closes and repeats the cycle again. 3 ways to fix it, install incandescent bulbs back, install a load resistor on each bulb harness on the power side, or see if you can retrofit with a LED bulb flasher relay.

Had this issue with other 90s era Hondas and it was actually the hazard switch not the relay that caused this.

Take one from another vehicle maybe. I know there is similar part on VAZ 2107 or Lada Signet
