Freedom of speech exists to protect the expression of ideas and participation in constructive dialogue. Harassment, slander, defamation, or intentionally disrupting someone’s peace do not fall under the same principle. If someone has clearly asked to be left alone and that request continues to be ignored, the behavior can become harassment. Following people around, constantly provoking them, and then calling it freedom of speech is a misunderstanding of what freedom of speech is meant to protect.
