the answer is very easy by capping how much a landlord can charge 80% of their quality rate notice, for example if your quality rate notice is $ 1,000 then the landlord can only charge by law $800.00 per week otherwise get a $100,000 fine. $500 per quarter= $400 per week so simple so easy

Not to mention all the empty homes, implement a levy on homes left vacant for long periods and use that for public housing. Either pay the levy, rent it out or sell it.

You have forgotten a recent an additional cause of household size shrinkage. AirB&B now means housing is removed from the permanent rental market so we can all have a “share” in a holiday home to rent rather than use the traditional purpose built holiday accomodation - Hotels, large houses divided and run as B&B, caravans and cabins on tourist parks etc.
