This structure is French-like, just like many others that French language gave to England Language with the influence of some writers; but this one is not standard English, it's not yet accepted, not agreed upon, that's what makes it incorrect. If we view To SUGGEST like PROPOSEr (which in French means To MAKE A PROPOSAL), or think French as in SUGGÉRER (À) = SUGGEST (TO) like SAY TO ask everybody will understand the speaker. I think many structures that are not accepted today will be soon! It all depends on how you view it. PROPOSER (FR) is To make PROPOSAL (EN), French say "PROPOSER" A QUELQU'UN / PROPOSER TO SOMEBODY to mean to ASK SOMEBODY TO, while to PROPOSE TO a woman = To ASK a woman in MARRIAGE, to OFFER to s.o which is to word by word to Give someone, which English render by To Give s.o / to give to s.o or to Offer s.o + (something). People tend to leave out TO after help etc.
