just cuz you get a call of a suspicious person. doesn't give you any kind of authority. suspicious is not a crime. it's not a misdemeanor. it's not a felony. you can come out and check things out all you want. and what did you observe when you got on scene? you saw a man standing there with a camera again, not a crime. still doesn't give you any kind of authority. did you investigate the caller? the caller could be a wacko. the car could be an enemy of yours setting you up. did you do any kind of investigation on the caller itself and what they say? deems this guy suspicious because again suspicion's not a crime. it's someone else's objective which doesn't give you authority at all. they didn't call you stating he committed a crime. they called you explaining about their feelings and what they felt which still doesn't give you any kind of authority
