So most of the time the number one stipulation of a deal is there is no more shooting at anyone. So the fact that the Iranians are still shooting at ships in the strait means they aren't following the contract, and that means there is no deal. The fact that this administration thinks this is acceptable for a deal just shows how desperate Trump is to get out of this and also how inept this administration is.
