In the richer areas yes. But if u go to the poorer areas they maximize the qty of spaces over the quality of spaces. You'll also notice the roads maintained is vastly different. For example, 1 1/2 inch dip surfaced in a rich area, they fixed it smoothly within 2 days. Roads in poorer areas have pothols that destroy tires for several years. And when it's patched (not fixed, patched) it creates a speed bump because they dont bother smoving it out.
