I think they changed it after a certain point so it be harder to guess vaild SSNs that are vaild. So younger people's numbers, born after June 2011, have totally randomized numbers.

The Romania one is worse: first number is sex, then you have your birthday in it as 6 numbers, next 2 numbers are the regional code and only the last 4 are random.

This only applies to people born pre June 2011. July 2011 onwards is fully random. also for the pre June 2011 numbers it's a range per state

used to be true before identity theft became a huge problem. now its completely randomized. pre 2011 it did dictate the state or county you were born but after 2011 all those rules changed to prevent identity theft.

There's also the overflow groupings due to rapid increase of population in that specific state at that time so states were then given a different range for the overflow people.

fun fact, before the 2000s thie was indeed the case, and the last 4 would just count up in sequence so you couls just subtract one and that person was probably born in the same state as you on the same day
