My cat Charlie is learned/leash trained. I started by letting her play with it, I’d hook the harness to her leash and pull it around and she would chase it, then I started putting the harness on and letting her wear it for a few minutes gradually increasing the time. Then when she was comfortable with the harness we would go outside and she enjoyed it so much. I made sure that each time I put her harness on it was positive experience.
