it's not entirely in frame, but it 100% hit the arm that was away from his body. and you can see his arm recoil from getting hit. it's 1000% a handball

a handling offense occurs when a player—other than the goalkeeper in their own penalty area—deliberately touches the ball with their hand or arm. No deliberate touching. Also please stop calling it a hand ball it’s handling like it’s offside not offsides.

Guys, it didn't hit the arm across his chest, it hit the trailing arm that was away from his body. you can LITERALLY see his arm move after it got hit. You can't make your body bigger to block a shot. it's 100% a handball.

FFS the offensive player was less than 5 yards away when he kicked the ball hard right at the defensive player with his arm tucked close to his body.

First angle of the video doesn’t show that his other arm was in an unnatural position . So by the law of the game it is a hand ball and not ball to hand.
