Bro, foreign investors in Iran and the proposed $300 billion compensation are two separate issues. That money has nothing to do with foreign investors, and if it were ever paid, it likely wouldn't come from the U.S. alone Gulf nations would probably contribute as well. As for who won the war, victory is about achieving objectives. The U.S. wanted regime change in Iran and the removal of Iran's enriched uranium. Neither goal was fully achieved. Since Iran's government remained in power and its core strategic position was preserved, one could argue that Iran effectively won.
