These comments arguing about bakugo beating Deku did not understand the meaning of him not being able to catch up. The entire reason bakugo bullied Deku was because he knew Deku had already surpassed him despite being quirkless and weaker. He knew Deku was more of a hero than he was and it made him insecure. His bullying stemmed from his own deep-seated insecurities. He resented Deku’s determination, selflessness, and potential, which made Bakugo feel threatened and inferior despite his own powerful Quirk. He hated the fact Deku was more of a hero than he was and that he achieved more than he did even tho Deku was originally quirkless. Bakugo says “Izuku can I still catch up to you” because he wants to keep up with Izuku's growth and progress. He knew that Izuku was surpassing him and it reflected his competitive nature and fear of falling behind. He questioned himself because he knew that Izukus growth was outmatching his own. He questioned whether or not he could be a hero like Deku. So yeah Deku surpassed him in terms of heroism.
