Unless said or proven otherwise, you go off of real world physics. In real life nothing can move the speed of light (technically yes things can move as fast or faster, but I don't really care), besides light itself. So if in the source material it shows a character moving faster than light, this character doesn't abide by real world physics, cause it was proven. But lightning in this fictional place, will be as fast as lightning in the real world, because it was never said or proven otherwise.
