It helps protect against mosquitoes and horseflies. There are even special blankets designed for this purpose on the market. I don't know if that is the reason here but it could be.

why's it only matter to you when it's in a foreign nation? Americans paint their pets and clothe them, farm animals too. they even put jewelry on livestock. are you upset because you THINK the horse is suffering or that he doesn't like it? it's literally camouflage, the shape and pattern break up the outline of the horse to be less visible to predators. I don't see any fence to protect this animal from predators so the owner probably did it because HE LIVES THERE AND KNOWS ABOUT THE LOCAL FLORA AND FAUNA. read a book, you tard.
