I think it could be a good reform in the procurement process. I mean what is so hard for PDUs to evaluate bids and award contracts at the same time and only give a report to the AO to finalize with the awardee.However,my question is,are the PDUs going to be transparent themselves? Can this rule out conflict of interest in PDUs?

Something is boiling. You can't call a procurement/contract committee middlemen. The committee ensure that funds are spent efficienctly and lawfully. Hence they ensure accountability, transparency and quality & standards.

While the intention may be to speed up procurement processes, removing Contracts Committees and Evaluation Committees could weaken transparency, accountability, and oversight. Instead of abolishing them, the government should strengthen and streamline their operations to ensure efficient and fair procurement
