suzanne collins literally confirms that snow loved her. definitely not in the same way that peeta loved katniss or that haymitch loved lenore dove, but he did love lucy gray in his own way. it's not a story of love, though. it's a story of tragedy and the costs of ambition and manipulation by dr gaul. she manipulates him into thinking the only way he can feel in control of his paranoia that he has grown up with (paranoia of the districts, of people finding out the snows were poor) is to assert control over everybody else. he loved lucy gray, but the circumstances he grew up in made him too paranoid to lease control

no from what I've read I think he loved her but in a more possessive way because he's wanted to kiss her and even he himself was confused whether or not he loved her but a lot of the times he definitely was more possessive over her
