My fellow Namibians, we need to rethink what we call FOREIGN INVESTMENT. My argument is simple: ordinary RETAIL BUSINESS should increasingly be reserved for Namibians, while foreign investment should be directed toward MANUFACTURING, INDUSTRIALISATION, TECHNOLOGY and VALUE ADDITION. Why should a foreign company simply come to Namibia, rent a shop, import finished products, sell them to Namibians and repatriate its profits? NAMIBIANS CAN IMPORT AND SELL GOODS. Take clothing retailers such as PEP as an example. Instead of importing most of the clothes sold in Namibia, why shouldn’t our investment policies encourage major retailers to MANUFACTURE more of those clothes here? Build factories here. Train Namibians here. Employ Namibians here. Manufacture school uniforms here. Manufacture workwear here. Manufacture shoes and clothing here. Then export those products throughout Africa. THAT IS FOREIGN INVESTMENT! Other countries already protect certain economic activities for their citizens. Ghana, for example, reserves certain small trading activities for Ghanaians and places stronger requirements on foreign participation in general trading, while treating manufacturing differently. Namibia should develop its own model. Our principle should be simple: NAMIBIANS MUST TRADE. FOREIGN INVESTMENT MUST HELP NAMIBIA PRODUCE. We cannot remain a country that imports almost everything and manufactures almost nothing. Foreign investors should be welcomed when they bring CAPITAL, TECHNOLOGY, FACTORIES, SKILLS, VALUE ADDITION and JOBS. Namibia must stop being merely a MARKET for other countries’ factories.
