Best is personal opinion unless you are doing categories. Andrew is the best Spider-Man, Tobey is the best Peter and Tom is the best all rounder (in brand new day onwards). Besides, they are all different comic adaptations so you can’t say one is better than the other. However, based on the Spider-Man that Stan Lee and Steve Ditko created in 1960’s amazing fantasy #15, Tobey is the best, true Spider-Man.
