I don't think she actually meant it when she said "offer a glass of water when we sit down". I am guessing it is a figure of speech she used just to show how there was no respect or basic etiqutte between one person to another. Just like how you would offer a drink to someone you invited to your home as a form of courtesy, you do not act disrespectful after someone accepted your invite. You asked them to be there, so there should be some form of gratitudes as they agreed to come over.
