Minister, die nicht aufgehört haben, die grossen Mächte zu beschwören, endlich mit der Einlösung des gegebenen Versprechens ernst zu machen. Man hat sich über diese deutschen Minister in einer Reihe von Pakten – darunter einer ein ausgesprochener Anti-Kriegs-Pakt – lustig gemacht.
