@nbcnews: Massachusetts Gov. Maura Healey declared that she has "legalized" haggis, in a symbolic nod to Scottish fans, known as the 'Tartan Army,' as they continue their World Cup takeover of Boston. However, individual states cannot override federal food safety and import rules, so there is still a long way to go before the traditional Scottish delicacy is on supermarket shelves.
ill be honest I didn't know what "haggis" was but I read up on it and this is so amazing! A sign of complete respect for Scottish culture, Boston wouldn't have it any other way 🏴🇺🇸 miss you guys already!

People it still illegal at least it’s core ingredient is under federal rules those rules were set by the USDA in 1971. This means that Massachusetts legalizing it is just a symbolic move and not actually legalize in that state since the federal government bans it.

Traditional authentic haggis is banned in the United States primarily because its recipe includes sheep’s lungs, which the U.S. Department of Agriculture (USDA) declared unfit for human consumption in 1971.The restriction boils down to strict federal food safety regulations:The Lung Ban: The USDA strictly prohibits livestock lungs from being used in human food products.Slaughterhouse Contamination Concerns: Regulators point out that during the slaughtering process, stomach fluids and other contaminants can be aspirated or enter the lungs. Because the Food Safety and Inspection Service has a zero-tolerance policy for this type of contamination, lungs are deemed an unsafe impurity.Microorganism Risks: Lungs also filter out airborne particles and can house respiratory pathogens, making them a higher risk for transmitting disease if not cooked properly.

Context Guy here : Haggis is Scotland's national dish, a savory pudding made of minced sheep's offal (heart, liver, and lungs), oats, onions, suet, and spices. It is typically wrapped in artificial or traditional casings and slowly boiled or steamed, resulting in an earthy, peppery, and hearty flavor profile.

A governor’s declaration cannot override federal food safety laws, so traditional sheep's lung haggis remains strictly illegal to import, sell, or transport across state lines everywhere in the United States. The legal breakdown explains why federal power trumps a governor's word in this situation:The Supremacy ClauseFederal Law Wins: The U.S. Constitution contains the Supremacy Clause. This rule states that federal laws take priority over conflicting state laws.USDA Authority: The USDA holds the ultimate legal authority over food safety nationwide.
