My dear, those 700 hours people talk about apply only if you have a highly qualified teacher guiding you step-by-step. It depends entirely on the instructor. There is no way anyone can reach a C1 level on their own in just 700 hours. You yourself spent five or six years studying to learn English, so stop lecturing us with these unrealistic theories. Saying that someone can just sit at home and hit a C1 level in a year or two by themselves is completely impossible.
