@djscott407: This is the Belgium Peacekeeper Memorial center, located in Kigali and was erected in memory of the 10 Belgian UN Blue Beret soldiers who were massacred on this site during the Rwandan genócide against the Tutsis in 1994. On the 7 of April 1994, while assuring the security of the Rwandan Prime Minister, 10 Belgian commandos were surrounded by members of FAR (Forces Armées Rwandaises) who ordered the commandos: to disarm in exchange for safe passage to a UN base.
