The adult who did it needs to be institutionalized. Even if he’s developmentally delayed, he is a threat to the public. Under no circumstances should he be around children (public). If he can’t comprehend that it’s not acceptable to pick a child up and throw them, he cannot be out in public and need to be in a center.

I call fucking bullshit, do you know how many people with cognitive disabilities go to zoos and aquariums all the time and they don’t pick up a kid and throw them? I understand there are some ppl that may not understand their actions have real life consequences and may give in to impulsive thoughts similar to a toddler. therefore they cant be arrested in some places. however if he is that dangerous that he cant have someone take their eyes off him for a second he needs to be in a facility. unlike a toddler, this man has the strength of a grown man and can really hurt someone. this just proves that. don't arrest him. have him committed

as a caregiver, I'm completely disgusted with the person who was supposed to be watching the individual with intellectual disabilities and that this happened because it is completely preventable and maybe we don't have that individual in public around children anymore

A lot of places have protections for mental patients to have the right to be outside. The intent is good but in my seven years working in psych care I've had MANY patients I would be uncomfortable taking out. Patients I had to argue with supervisors over because they consistently showed aggression to strangers, children, dogs, or etc. BUT in the states I lived in, unless they have serious harm on record it's their right to go out unrestricted.
