Yes but at this time of time frame, this kind of velocities it won't matter if it's steam or water. It will still have the same mass and inertia and it'll be just as difficult to move and provide just as much as cushioning effect. though more or less irrelevant my point being it won't be the same as hitting straight bedrock.
