Both are wrong. The western system is not Democratic in the sense of the Greek Democracy but it is rather much more closer to the Roman Republic. The classical Greek Democracy was direct and participatory. Sovereignty deriving directly from all citizens. It provided political equality for all citizens (equality of speaking rights and rights against the law). Its structures prevented the elites from dominating. It was an act of direct collective responsibility. The Republic was representative and thus oligarchic (a few elected officials represented the many). It was based on a strict class system (Patricians, plebs etc) that enabled the elites to dominate. It was supposed to be administered by those best qualified.
