To answer the question. Once an arrest is made, it don’t matter if the victim wants it dropped. The state proceeds.

In some states they can but in a lot of states if there is sufficient evidence the state will it be the ones pressing charges whether the victim wants it or not

Depending on state and your partner does not want to press charges the DA will charge you with domestic violence

Once an officer sees any evidence of DV, we’re required bylaw to make an arrest. At that point, it becomes the State versus the individual who was arrested. These laws were enacted because too many DV victims were choosing not to prosecute in the past
