Mix in the cornstarch, salt, black pepper, garlic powder, and chili flakes. Take a small portion of the potato mixture, flatten it in your hand, and place a cube of mozzarella in the center. Seal and roll into a ball. Place the potato cheese balls in the freezer for 30 minutes to help them firm up. Heat oil in a pan over medium heat and fry the potato cheese balls until golden brown and crispy on all sides. Remove and drain on paper towels.
