Section 42 of the Criminal Procedure Act allows a private person to arrest someone without a warrant, under specific conditions. For example, if the person commits or attempts to commit an offence in their presence, or if the person has committed a Schedule 1 offence. The arrestor must then hand the suspect over to a police official as soon as possible. Is there a particular scenario you had in mind regarding this?
