They're actually programmed to crash into you. On old consoles this system was not slow you down while the map is loading (idk tho why Rockstar kept this system starting from ps4 and PCs). If you play GTA IV you can notice the same system, but it's kinda worse cuz of how NPCs crash into other NPCs making big traffic jams

They’re programed to do that bc if ur driving too fast the chunks or some shi wont load and if u crash into them u slow down so the chunks can looad

Bro it as a reason when u driving to fast the frames need time to load and vecause of that rockstar games programed it that the npc crash in to u so ur game dont suffer

its a thing rockstar coded where npcs panic and crash into you, rockstar added it to be more realistic but no one really got it

if t NPCs are not doing that the mountains, buildings, etc, will not charge the textures at time, they do that to brake you and give time to the game to charge the textured
