He means if you’re rich enough to fly in Business/FIRST Class* the bags clearly have a PRIORITY label which is meant for those passengers to make sure that they will receive their bags first upon arrival…

Those are first class or business class, they come off the plane first, as they're fast track. My 4 bog standard one's from John Lewis had them on them.
