I used to work in the ITV scheduling department back in 2015. They could only schedule so many minutes of adverts per hour due to Ofcom rules, which is why most of their ad breaks straddle the hour mark to maximise viewership, you would never see one of their major programmes start exactly on the hour mark, it would always be 20:01 for example.
