That is completely false. Under the U.S. Constitution's Emoluments Clause and federal law, the President cannot legally accept or keep lavish personal gifts from foreign governments.
The actual limit for keeping foreign gifts is currently just $525 (it was previously $480, which is likely where the confusion and '480 million' rumor started). Any gift worth more than that legally belongs to the United States government, not the individual President, and must be turned over to the National Archives.
