The problem everyone seems to be missing is Perturabo himself. He has a personality that only drive people away. He is selfish, petulant, petty, he only ever thinks of himself. He wouldn’t have taken a cooperation project with Dorn mostly because of his own jealousy against Dorn. For a centuries old being his most remarkable trait is how childish he is.

And none of it would have mattered. Half the reason terra was taken the way it was was because of the warp. defenders ending up miles away from their posts. Entrances changing walls, whole formations moved the opposite direction without them knowing.

that's the thing though, Dorn was a master of a defence where as Peter turbo was a master of sieges, Dorn built unbreakable fortresses and PT tore them apart
