In an exclusive interview with Pakistan TV correspondent Musharaf Zahoor, Victor Gao, Chair Professor at Soochow University and Vice President of the Center for China and Globalisation, said that in times of peace, denying water to downstream populations is a crime against humanity, and in times of war it is a war crime. He added that such actions affecting hundreds of millions of people are unacceptable and should never be tolerated. He further said that any country in the middle reach of a river must be extremely careful to avoid such conduct and follow the principle of reciprocity. He also stated that India is not the real upstream country of the Indus River; China is the real upstream country.
