Mingting is the capital and if you look ar the drips suisui is from mingting and she has the symbol of jue too just like yangyan which is from jinzhou ( jue too)

There is 7 Sentinels in Huanglong, Mingting just doesn't have one. And according to Qiuyuan's lore, it's located in the same region as Chongzhou.

I think the 8th being Minting is Jue Qingloong the full sentinel and the broken part scattered on other parts. You are correct their is an 8th one and we know it, it's Jinzhou remember it was newly build as a frontline city against tds compaded to the other parts that are much older. When Qingloong splited Jue the main part of Qingloong was placed to govern the newly built one as thats where the biggest concentration of td and overthrax himself is at so yes in a way "Jue" governs both. The suisui card being the dragon like Jinzhou is further evidence
