Here's my theory: the faceless soldier is an angel. He heard Frollo say to "take the gypsy away or make her mine" The angel says Esmerelda escaped, but what does Frollo do? Like you said, he rejects his chance at salvation.

It never occurred to me that Frollo was given the chance multiple times to atone and be better. It strengthens him as a villain to me because it makes it so it’s entirely an undoing of his own making
